Construction of an Infiltration Pit

The objective of MCM#4 is to reduce sediment-laden stormwater runoff from construction sites, thereby minimizing the impact on local water bodies. Permittees covered under the PAG-13 General Permit rely on DEP's program for issuing NPDES permits for stormwater discharges associated with construction activities to fulfill this MCM. Additionally, permits for construction will only be issued upon presentation of valid evidence of an NPDES Permit before earth disturbance begins on the site. An ordinance will be enacted to implement and maintain Erosion and Sediment (E&S) Control Best Management Practices (BMPs) to mitigate sediment-polluted stormwater runoff from construction sites.

Understanding the Impact of Construction Site Runoff
Uncontrolled stormwater runoff from construction sites can have detrimental effects on our streams. Sediment in water bodies resulting from construction activities can block sunlight, obstruct fish gills, harm aquatic habitat and spawning areas, and hinder navigation.

Program Development and Compliance
In collaboration with the Dauphin County Conservation District and in alignment with our MS4 permit, Lower Swatara Township has established a program to mitigate pollutants in stormwater runoff from construction sites disturbing one or more acres. Our program includes:

  • Enactment of an ordinance outlining requirements for implementing erosion and sediment control BMPs
  • Implementation of measures to control other waste at construction sites
  • Procedures for reviewing construction site plans
  • Processes for receiving and considering public input
  • Protocols for inspections and enforcement of stormwater requirements at construction sites
